Making abortion legal was supposed to run the quacks out of business. (Exactly how it was gonna do this remains a mystery. Did they really thing these guys were gonna go, "Gee! I'm no longer risking arrest! That takes all the fun out of it. I'll go sell used cars instead."?)
Luis Barquet was just one example of how criminal "butchers" responded to legalization. Or rather, how criminal "butchers" were instrumental in abolishing the laws they'd been breaking so that they could practice their vices openly.
